It could be doable if you abandon the idea of interleaving the TOCs, which introduces complications that are not worth the effort. If you put the entire Dutch TOC first, followed by the French TOC, it would be doable provided you used different heading styles for the two languages. There are various ways to approach this. If, for example, you used Headings 1-3 for Dutch and Headings 4-6 (modified to match Headings 1-3) for French, then you could easily create a TOC using only levels 1-3 (the default) and another using levels 4-6; these can be mapped to TOC levels 1-3.
Alternatively, you can have heading styles based on Headings 1-3 for French. You would then have to create the TOC based on styles rather than outline levels. These variations are discussed in my article at http://wordfaqs.ssbarnhill.com/TOCTips.htm
