How do I maintain a 2.0 spacing between paragraphs as selected, when Word defaults to 2.5?

I'm trying to write a document with double spacing. Within paragraphs, the double space is maintained. However, when I start a new paragragh, the space between paragraphs is 2.5. I've ensured that the whole document is set to be double spaced, but I can't get the double spacing to be consistent.

I've tried changing spacing for the entire document (Design --> Paragraph Spacing), as well as for part of the document (Home --> Line & Paragraph Spacing), as per the instructions on the MS site.

I have an MS 365 personal subscription and use Windows 10 Home.
I'm not sure what else to try, but I appreciate any suggestions.

    When you press Enter to create a new paragraph, the paragraph spacing kicks in. If you want no additional spacing between double-spaced paragraphs, set the Spacing Before and Spacing After to zero.

    The screen shot below shows the Spacing Before / After settings for the paragraph containing the insertion point. You can of course modify the paragraph style you are using so that you have the desired settings there. Or you can change the document defaults.
