Normally the error indicates there is a fowarding rule or caused by the Remote domain settings in your organization or
In order to help you solve this problem in a more timely manner, we would like to confirm the following information with you:
- Check if the user has a forwarding rule in Outlook Web App, Settings->Mail:
- Login to Exchange admin center and check if there are any forwarding rules in mail flow->rules:
- Check the Default remote domain settings by accessing Exchange admin center remote domain in your organization, are there any recipient domains created for forwarding emails externally?
You can also perform a message trace for further investigation if you have Exchange admin permissions:
- Login to Classic Exchange Admin Centerwith Microsoft 365 global admin or Exchange admin credentials.
- In the EAC, go to Mail flow > Message trace. Click Start a trace and then input the sender or recipient email address and check the trace result. Then you can see the cause of not receiving emails internally or externally.
