Cannot open PDF downloads on my phone

Recently when I try to open pdfs on my phone I get the message that reads "To read files from this device, go to settings and give OneDrive access to your device storage" -

WHY? Why do I have to do this, I simply don't want to, I don't need One Drive, and want nothing to do with it! I didn't need to do this before to open pdfs so why the heck now? This is so beyond frustrating. I even relented and tried to do what it said just so I could access the damn pdf (nothing makes me more angry than being FORCED to participate in something) and it STILL won't let me open pdfs on my phone.

How do I get past this.

I tried to do exactly what was recommended and still still cannot open downloads that I have been able to open for years until now. So ridiculously annoying!
