We have a form that external users need to complete, including the capability to attach files. However, the option I wish to enable, "Anyone can Respond," is currently disabled or unavailable.

    We should be allowed to allow people outside of our organization to upload files. This is a basic feature. Please add this in an upcoming update of Forms

    Dear respected Viraj Maheriya,

    Good day! Thank you for posting to Microsoft Community. We are happy to help you.

    I’m sorry you’re having a problem but based on your description we can work together to resolve it.

    For the situation you encountered, we deeply understand the inconvenience caused and apologize for it.

    As per your description, Firstly, please note that "File upload" option is only available when set Microsoft Forms “Only people in my organization can respond” or “Specific people in my organization can respond” is the selected setting. When we set, "Anyone can Respond" the option "Upload File" greyed out.

    The reason why "Anyone can Respond" is disable, there are two reasons why "Anyone can Respond" the option is disabled/unavailable.

    Reason 1:

    ========

    I believe, you are using Microsoft Form template has a question that requires uploading a file, in this case, you will not be able to allow the "Anyone can respond" to your form. Because The "File upload" feature is only available when set Microsoft Forms “Only people in my organization can respond” or “Specific people in my organization can respond

    Reason 2:

    ========

    If Office 365 admin disable External sharing option from admin center. To enable "Anyone can Respond" option, Office 365 admin check if admin Uncheck "Record names of people in your org" via go Microsoft 365 Admin Center>Settings> Org settings> Microsoft Forms.

    Image

    .

    So, if your Microsoft Form template has a question that requires uploading a file, in this case, you will not be able to allow the "Anyone can respond" to your form.

    In this case, you have two options to allow the "Anyone can Respond" link in your Form.

    1. Remove the question that has an upload file.
    2. Set Sharing settings to allow external access. And check the "Record names of people in your org" via go Microsoft 365 Admin Center

    We appreciate your understanding that sometimes the initial suggestions may not resolve the problem very soon. However, we can work together to narrow down and resolve the situation.

    Appreciate your patience and understanding and thank you for your time and cooperation.

    Sincerely,

    Waqas Muhammad
