It sounds like you're using the Excel Online web app. If so there are limited choices See this article for more information.

Region on a Mac is not a Preference within individual programs. It's a global setting in > System Preferences> Language & Region. Specifics may vary a bit depending on the edition of macOS being used.

If you elaborate on what you need to do perhaps someone can offer suggestions geared to that need.

Yes, I'm using the online (office.com) web version. i'm trying to organize my general settings using by going to file-->options, and using the dialog box that typically pops up. Do I need to download the desktop version for this option to pop up?

Excel Online (the browser version) only has the region options.

The desktop version of Excel for Windows has a complete Excel Options dialog.

The equivalent in the desktop version of Excel for Mac is Excel menu > Preferences.
