You have to select the table first and then you can use Layout tab > Data group > Convert to Text.
This will of course only work if the content is a true Word table.
Keeping in mind what Stefan has already said, if the text does appear to be editable, are you sure it's a table? Perhaps it's a series of text boxes, or you may just be seeing text boundaries. If it really is a table, the contextual ribbon tabs for tables (Table Tools in some versions; in others, Table Design and Layout) will be displayed. In that case, you can use Convert to Text in the Data group on the Layout tab to convert the table to paragraph text.
A scanned document will usually be treated as a series of images. You need OCR (optical character recognition) software to make the document editable in a word processor. Check if your scanner comes with OCR.
If you could upload a screenshot it might help understanding the problem. Please make sure the table is selected and "non-printing formatting symbols" are visible in the screenshot.
