How do I put a watermark on my Word File for label printing? (specifically a 21 label A4 sheet "Avery L7160")

I am printing Labels to put on Catalogues, Products and Wall Planners.
I would like to watermark each label. I cannot see how to do this, ONLY how to place a single watermark over the whole A4 sheet.
