Print titles area in Excel is grayed out

Every so often when trying to enter rows to repeat at top of every page, the page setup/print titles/rows to repeat at top and columns to repeat at left are both grayed out. Can't get it to allow titles of any kind.

    Hi All - I just had the same experience. And same, same, couldn't find the answer.

    BUT eventually I found a completely different Excel file open, with a dialogue prompting me to save it. Once I did that save, then the row titles became editable on the other s/sheet I was interested in.

    Could be just happy coincidence. But once I cleared that other dialogue, I was OK to set the rows titles.

    You should be able to set these from the Page Layout tab of the ribbon.

    It is not possible to do so when you click Page Setup after selecting File > Print.

    I had not selected print yet. And the page layout tab was as below. I have since had to print and shrink the whole document to fit to one page so I would have the row titles. Why does this happen? it doesn't happen every time I open a spreadsheet, but I can't figure out the common issue.
