Microsoft Word version 2310 (Microsoft 365) used to have spelling suggestion feature where a user can directly view and select a spelling suggestions by hovering over a text highlighted in faint red beside red wiggly underline without the need to click on the text to view additional actions.
But after some time, the feature is not there anymore, where I need to right-click the text to see the suggestions or by opening the Proofing side panel. I searched on Google how to enable it, but most question-answers on the internet for this are about how to get rid of the feature.

Thanks for posting back.
I tested in Microsoft Office LTSC Professional Plus 2021 (version 2108) and I could reproduce the same situation. The suggestions wouldn't appear when hovering over the text. I need to right-click the text to see the suggestions.
So, based on our results, the situation is likely caused by the specific Office product - Microsoft Office LTSC Professional Plus 2021, and the automatically displayed spelling suggestions should not be available in Microsoft Office LTSC Professional Plus 2021.

While your team only focuses on the subscription versions, this forum is about Microsoft Word in its various versions. The volunteers here have decades of experience with the perpetual license versions. Questioners who post here can get better advice about virtually any question they have about how Word works than they will on the O&A Forum. Stefan's answer which follows is a case in point.
As a volunteer moderator here, I am also part of the team that Microsoft has assembled to help people. Responding to questions about the perpetual license products may not be your job. That does not make the question inappropriate for this forum, though.
Office 2021 and other perpetual licenses do not fully support the Editor and its options for spellchecking. That is why you need to right-click to see spelling suggestions.

The Update Options for Microsoft 365 seems disabled since previously I formatted my PC and reinstalled Microsoft 365. After turning the Update Options on, and check for updates, it says the current version is already the latest.

Based on my test and search, there is no built-in feature to control whether spelling suggestions are displayed. However, I have tested it on my side (Word for Microsoft 365 for enterprise, version 2310), and it worked well. So, the situation should not be caused by the specific Office version. Before providing suggestions, I would like to collect more information to troubleshoot it.
