Hi, I'm Karl and will be happy to help you today.
Am not quite sure what exactly it is that you are asking. Publisher is included in every Windows based MS 365 subscripiton. It is installed automatically when Office is installed.

FWIW - I have '365 installed on different systems and all have Publisher

First, to confirm, if you enter Publisher in the Windows Start Search box - you do not see any results similar to that contained in the screenshot?
If thay is the case, suggest you uninstall all Office versions that may exist on this system and then reinstall MS 365 from the Microsoft Account associated with the subscription via this link

Have gone through this identical question several times and each case, without exception, Publisher was or became available not to be mention being supported by the Microsoft page for Publisher included in the previous response
