Hi Charles, it wasn't quite like that, but I did not think it was worth explaining at this point. I just wanted to see if Steve could sign into Services & Subscription at the Microsoft Account, that may or may not have been used to 'redeem' or setup his Home & Student 2013.
When Office 2013 was first introduced it was the first perpetual version of Office that was to be associated with a Microsoft Account. This was because of a decision of the Court of Justice of the European Union (CJEU) (European Economic area).
However, it was possible to setup Office 2013, without using a Microsoft Account. This had long term effects because there was no way to reinstall Office 2013 from Services & Subscriptions: https://account.microsoft.com/services. That is unless the user had used the backup option, provided by Microsoft. This could be used with the Product Key to reinstall Office 2013.
That caused a lot of problems, and Microsoft provided a website where users got a second chance to download Office 2013 using a Microsoft Account. Later Microsoft provided the facility to download Office 2013, which had not used a Microsoft account first time, from the normal setup link at: http://www.office.com/setup There is every chance that it has not yet been turned off. I have directed users too it not too long ago. I don't know what happened, as they never came back.
PS if you look at paragraph 3 of the licence you will see that restriction on transferring Office to a third party does not apply in the European Economic Area.
And, the Problem re not using a Microsoft Account to setup Office did not carry on with Office 2016. It was changes so that you had to use a Microsoft Account. But the problem with Office 2013 was ongoing after introduction of Office 2016. It is still ongoing, now and again.
I still have the backup exe file for my Office 2013, so I could used the Product Key to reinstall my Office 2013.
