Line numbering issue in journal submissions

I use word to write my journal article for submission. during the submissions process, when the submission system build the pdf from our word file, it shows that line numbering on 1 page is 1-65 (incosistent with the text), and the line numbering same to all pages which is 1-65. But, the journal requirement is double-spaced and countinous line numbering based on the text in the manuscript. I want to ask, how to fix this issue? Is there any solution to do setting on Word.docx that can make the line numbering that same as the text for journal submissions (automatic pdf convertion on journal system)?

    In Word, how did you create the line numbers? If you made use of the Line Numbering facility which is built into the program, actual text lines would be numbered, regardless of the Line Spacing.
