File sharing link sent to a specific person does not work for them

I shared a link to a file with another person (not a public link, but only meant for them, I put their email address to restrict access). When they try to use that link, they get an error that they need permission to open the file. I am not sure what kind of permission they need? I just shared the file with them! Not sure how to even troubleshoot it, seems like something that should just work. Any pointer will be appreciated.

    2. Check the Sharing Settings: First, ensure that you have correctly set the sharing settings for the file. Double-check that you have granted the appropriate permissions to the person you are sharing the file with. To do this, follow these steps: a. Go to the file in question. b. Right-click on the file and select "Share" or "Get link." c. Make sure that you have entered the correct email address of the person you want to share the file with. d. Choose the appropriate permission level, such as "View" or "Edit." e. Click on the "Send" or "Share" button to send the link.
