how to use place in cell insert image option in Microsoft 2013/2007/2019 using python code?

place in cell insert image option available in Microsoft 365.

That same property how to use in ms2007/13/19 using python code.

With openpyxl package or any other and the package is support for Ubuntu also insert image using openpyxl image is inserted but I select and drag the image is moved.

It not inserted into a cell.It insert in cell position only.I need to insert the image in into a cell like place in cell option in Microsoft365

If it is not possible in Microsoft office 2007/13/19,Then how to insert image in into a cell and make it not movable.

    Unfortunately, it is not possible to use the "Place in Cell" option to insert an image into a cell in Microsoft Excel 2007/2013/2019 using Python code. This feature is only available in Microsoft 365. Get started with Python in Excel - Microsoft Support
