I have same question - but i think the responder (taiwo30) missed a key point. There are (or were) 2 apps for OneNote called "OneNote" and "OneNote for Windows 10" with different layouts. Just as office 365 looks and works differently on web browser from the desktop office suite so too with these 2 OneNote versions and I find the windows 10 version with all the navigation on the left in an outline style format much more user friendly for complex Notebooks.
Tried to provide screenshots but the image upload keeps failing.....

Omg, I am looking for the same for the past whole year.
There is nothing that beats the look and feel of One note for Windows 10
Especially the "pencil"
it is not there in the onenote app and new one note.
Please make it happen.
