Hello Josh vh,
Thank you for posting in Microsoft Community.
I understand that you need help adding the upload photos option on Microsoft forms. Just to set your expectations, we have limited tools to check your account, subscription, and service details in the community.
Let me ask you this:
- I'd like to know what @domain and who hosts your email account. Example @domains: Gmail.com, Yahoo.com Outlook.com/Hotmail.com
- Can I find out if the account is for work/school use or personal use (Hotmail/Outlook.com)?
Based on your description, it seems like you’re not able to find the “Add uploads” option in the new tab and you’re unable to change the reply settings. I understand that you’ve already tried following tutorials and watching YouTube videos, but the options and settings don’t seem to match. I suggest that you try the following steps:
- Open Microsoft Forms and create a new form.
- Click on the “Add new” button to add a new question.
- Select the “File upload” option from the list of question types.
- You should now be able to see the “Add uploads” option in the new tab.
- To change the reply settings, click on the “Settings” icon in the top right corner of the form and select “Settings”.
- Under the “Form settings” section, you should be able to change the “Who can fill out this form” option to “People in my organization” or “Only people in my organization can respond”.
If this won't work, please provide your experience as feedback to our developers. They'd love to hear from you about what's working well, what's not, and any ideas for improvements, including possible new features and functions. Your contribution will help us improve the user experience for you and all users around the world.

Hope this helps! Let me know so I can help more!
Regards,
