Received an email from Noonan QU Foundation about a MS purchase through PayPal. Is it a scam?

I did not place this order and would appreciate any help you can give. Below is the email and the .pdf file they sent.

    It's a scam. Ignore it and beware of opening attachments, even those that appear to be pdf files.

    You have the option to dispute the charge with your bank on the ground that it was unauthorized and have a charge back processed or you can reach Microsoft store support with the link below to investigate and help with a refund if eligible
