License Error in Outlook 2013 after updating to Windows 11

Hello.

After I update to Windows 11, my retail Outlook 2013 starts issuing error that "Microsoft Office is unable to verify the license" and that I should repair Outlook.

If I run ospp it gives the following information:

LICENSE NAME: Office 15, OfficeOutlookR_Retail edition

LICENSE DESCRIPTION: Office 15, RETAIL channel

LICENSE STATUS:  ---LICENSED--- 

Last 5 characters of installed product key: (returned 5 charaters)

If I go to the account it tells me that Office is activated and the session is logged in.

I have tried to activate using ospp, then I have tried to activate the existing key and I have tried to reinstall Outlook. And I have tried also to give Ful Control access to the key HKEY_USERS\S-1-5-20 in registry.

I don't know what else can I do. Does anyone have any suggestion?

    And I have tried also to give Ful Control access to the key HKEY_USERS\S-1-5-20 in registry.

    Did you do this by following the document below?
    "Microsoft Office cannot verify the license for this product" error when you start an Office app
    If yes, it's suggested to try the other resolution provided as well to make sure the Outlook application is not running in compatibility mode.
