In OneNote, you can return to a previous version of a page you have edited. That works fine. The question here is what generates the creation of a new page version? I have done things like editing the page, leaving the page and going to another page, going to a page in another section, going to a new notebook, closing OneNote, rebooting the computer. None of these will generate a new page version for me. I *DO* see versions of pages I have worked on. I just don't know what action causes a new version to be generated.

And thank you, George Jiang MSFT, for helping me clarify what I was asking.
When I am using the normal, Desktop OneNote, the CTRL-N keyboard shortcut works as expected. Of course, the keyboard shortcut is not available when using OneNote in a browser (OneNote online, part of M365), nor is it available when running OneNote in Teams, but that is expected.
My question is about the Version History of a OneNote page, available, by one of the following methods:
When those page versions are seen, you can restore a previous version (like version history in SharePoint).
This question is about how those page versions are generated. The second picture above has several versions generated on the same day by restoring one version then another then another, so those changes generate a new version. But aside from that, how are the versions actually created in the editing process. There have to be versions created BEFORE restoring a previous version.

According to your description, my understanding is that you can't find the New button to create a new page in OneNote.
If my understanding conflicts with your meaning, please point it out and provide more details.
If my understanding is correct, I would like to collect more information to troubleshoot it.
If it occurs in a specific notebook, I wonder if you have Edit permission for it. If it is stored in OneDrive/SharePoint, to verify this, you can go to www.onenote.com, sign into your account and open the online notebook in the browser, then check if you can add a new page.
If it occurs in all notebooks, I wonder which OneNote application you are using. Please take a full screenshot of the OneNote interface. You can click "Insert Image" to upload the screenshot.
