I understand your concern and to my knowledge, I would like to suggest you to **Organization Assets library,**where the templates added to the Organization Assets Library in the SharePoint Online site will be shown in the Word application for all users in the organization; so I request you check the following article: Create an organization assets library - SharePoint in Microsoft 365 | Microsoft Learn
Note: Please check the pre-requisites before you deploy it to your organization. If the users are not having Microsoft 365 E3 or E5 license, please try the suggestion shared by Doug Robbins MVP and if you need any help of Group Policy, please try to post your concern in the Home - Microsoft Community Hub to get the detailed help from the experts.
