I have a machine running Windows Server 2016 and uses Internet Explorer. On February 14, 2023, will Internet Explorer be disabled/removed from this machine? If so, which update is being used? Thank you

No, it won't be disabled. Edge browser can be installed but is not a requirement.

also from your first link is this paragraph.

In-market Windows 10 LTSC and Windows Server are out of scope (unaffected) for this change. Windows Server 2022 and Windows 10 Enterprise LTSC 2021 are also out of scope.
