    A label template is simply a big table. Start with a document with 1/2" margins on all edges. Then create a table with 1 column and 24 rows. Remove the table borders and adjust the row height to exactly 0.43" high using Table Design Layout>Properties>Row.

    Oops,

    I just tried with your measurements and the new label dialog would not take it.

    John is correct, labels are simply a full page table.
