Does Microsoft have a Staff Notebook for Business. This would be an excellent way to have a single OneNote that can be shared among different leaders with individual access.
Example:
Staff Notebook:
1 Section for all Employees to collaborate
Multiple Individual Section for Specific Employees only.
The current setup in Staff Notebook for EDU is excellent, but if modified for Business/Corporate that would be helpful.
(Note: If a Shared Team Room with one single OneNote is used among specific individuals, the OneNote is not private among the other channels.)

There is currently no such out-of-the-box feature in the Business subscription. I completely agree with you, this is indeed a great addition to the current functionality of OneNote, thanks for pointing this out. Microsoft is constantly working to improve the functionality of its O365 products, and such suggestions are greatly appreciated. You can go to thefeedback communityto create a new entry or vote for it.
