Mobile in-app feature to draw/highlight on documents, but how do I do this on desktop?

When I open PDFs and Documents using the 365 app on mobile there is an option to edit/draw/highlight; when I try to find this option when on desktop it opens and converts into a word doc that messes up the formatting and makes it impossible to read and deletes all my highlighting from before. How come I can edit in 365 no problem on mobile, but not on desktop? Is there a way to use this feature without having to covert and open in Word?

    Are you referring to this feature in Word? 

    In Word for Windows, there is no default support for opening PDF files, as there are other simpler applications like Edge for this purpose, or more specialized third-party PDF viewers. When you attempt to open a PDF file with Word, it will also warn you that this may cause damage to the file.

    Therefore, I suggest using Edge to open your PDF files instead. Edge has a simple drawing tool that allows you to markup your documents without converting the PDF file, which would otherwise lead to the loss of your annotations.
