Currently looking to upgrade from Skype 2019, to Teams but we are using openstack as private cloud. We have no access to the outside (.com)!

No, Teams is a SaaS offering and only available within the Microsoft 365 clouds. There is no version you can deploy on-premises or in another cloud instance.

Please can i check this is still the case? I find it hard to believe / disappointing that a product as integral to businesses across the world as MS Teams is, doesn't have an on-premise solution yet. Thanks!

Can you please give details as to why Teams cannot be made into an on-premise solution when applications such as SharePoint and Exchange can be on-premise solutions? For industries such as defense where all classified data has to remain on protected LANs with no external connection, to replace what could be done by Teams takes a minimum of 5 different applications, some of which are not Microsoft solutions. Microsoft could empower these organizations to achieve more by make Teams an on-premise option.
