Cannot access in order to add a domain to Microsoft 365

I'm trying to created an admin account in order to add a domain to Microsoft 365. This is a new account.

  1. I created an account (using our business address for the email address).
  2. I then try to log in at https://login.microsoftonline.com/common/oauth2/v2.0/authorize?client\_id
  3. It asks for my account name and password which it accepts.
  4. Then it says : Switch to an account that has permission
    Your account doesn't have permission to view or manage this page
    Login is not supported for consumer users without business presence.

    During the phone call, press "1" as the business email user, and then press "1" again for technical support. You may be asked to provide some information for verification, such as account or subscription information, organization details, phone number.
