Please provide us more context. We don't understand what you mean by "this 1 story" and "enabled remote desktop and already disabled remote desktop".
Windows has always had a "stopping services" message when it is taking longer than usual to stop running services. Most of the time you don't see it because services shut down pretty fast but if a service takes too long then you can see the message. This is not atypical unless your shutdown process is taking too long. In that case you have an errant service.
As for the interactive logon message I don't know what you mean there. Normally when you start Windows it throws you into the login screen for the last logged in user. A clearer explanation of the issue and screenshots would be helpful here.
