Since I noticed you post under iPhone/iPad category, may I confirm if you want to set a new A4 page in OneNote app on iPad/iPhone? If so, currently there doesn't have a direct option to set a fixed page size like A4 from OneNote for iOS application.
However, from my test for you to seek any possible workarounds, I found that after I set a new page to A4 size from OneNote desktop app successfully, the page size will persist as A4 size in OneNote for iPad, but be limitless from OneNote on iPhone. I attached screenshots from my test for you to have a clearer understanding.
*After creating a first A4 page from OneNote desktop app, you can then save that page as a backup template so that next time you need another A4 page, simply copy that original page.
If you are using OneNote on iPhone, I believe this feature is crucial for your workflow, you might want to provide feedback to Microsoft through the OneNote app's feedback option or post in OneNote · Feedback Community (microsoft.com). This way, the OneNote product development team can consider adding this feature in future updates.
