PREPARING FORM in pdf NOT ALL fields are hilited!

I am attempting to turn a pdf into form fields AFTER PREPARING FORM NOT ALL fields are hilited! Does it have anything to do with my using copy/paste function to repeat check boxes/radio boxes, or creating lines?

    First, if you want a file in pdf format that works as a fillable form, you are going to do this in a pdf editing program like Adobe Acrobat.

    The file from Word in pdf format will simply be like a picture of the document.

    Fields and Content Controls in Word are different things. (Jargon)

    Shading is handled in very different ways.
