When I want to do this for a document I plan on using and editing is I select the contents is the pdf, create a new document, and paste, as text only. Then I do formatting in Word using styles.

No conversion process between these file formats is perfect. There is no 1:1 correspondence of features and how the programs handle formatting. Any converted document will be difficult to edit. How difficult will depend on how complex the formatting is.

Was the PDF the result of a scan, and did you then perform OCR (optical character recognition) to turn the PDF into an editable Word document? In that case, you often have to "fix" the content in Word afterwards. For example, the document may contain text boxes which reproduce the desired appearance. The formatting and layout may not be optimal for a Word document and therefore quite a lot of editing may be required.

Simple PDFs with just text are a breeze to convert, but ones with tables, images, or columns can get tricky.

If it’s a tough one, try converting it bit by bit instead of all at once. After that, you can use Word’s tools like styles and table options to tidy things up quickly.

In Word you simply open that pdf, there is no conversion process.

If that is Adobe reader, you dont need that if you have O365
