I have been having the same issue. I followed all the steps after finding this page, but it is still not formatting my fonts after converting to PDF. Some fonts do, but not all. I am trying to use Segoe UI Variable Display Semilight and Semibold

Hi Susan Ohanian,
Thanks for visiting Microsoft Community.
Word supports embedding almost all TrueType fonts and most OpenType fonts into PDF files. However, whether a font can be embedded depends on the permissions set by the font creator. You can check this by going to Control Panel - Fonts, changing the view to "Details," and looking at the "Font Embeddability" column. For more detailed information, you can refer to this article Benefits of embedding custom fonts - Microsoft Support.
To ensure that the fonts in the PDF files exported from Word are as faithful as possible, please make sure to enable the following two options:
In Word, click File - Options - Save, find the option shown in the image below, and check it.
When exporting a PDF file from Word, check the option shown in the image below in "Options…".
I hope this information is helpful to you. If you have any further questions, please feel free to reply.
Best Regards,
