Basics:
Understandably, from a business perspective, Microsoft no longer supplies updates and such for its old software.
Support has ended for Office 2003.
However, I've found that I can use the Wayback Machine - the Internet Archive, to get many of them.
Here is a link to the basic download page from 2007.

Note that when you click on a download button, often you will get another 404 Not Found error.
Look for a timeline of downloads at the top of the page and click to the left in that timeline to try to find an earlier date.

Background
I still use FrontPage 2003 to manage my website and have misplaced the updates. I installed on my Windows 11 computer but wanted to have whatever updates Microsoft had provided previously.
I have annually contributed to the Internet Archive for years and encourage others to do the same.
I also sometimes find pages that have not been archived and suggest them for archiving.
Caveat:
None of this, except for the links directly on the Microsoft site, is sanctioned by Microsoft or supported by Microsoft. I am a fellow user, not a Microsoft employee.
