I noticed that you seem to be using OneNote for Windows 10, and I tested your issue on this version of OneNote.
The problem appears to be that ink is in an absolute position on the page and does not change, while text and paragraphs are in a relative position within a text box, which is in a relative position on the page. This causes slight shifts in the position of the text box or paragraphs when more text is entered or the page is synced across different platforms, leading to the ink appearing misaligned with the text.
In other words, this is a design flaw rather than an application issue. OneNote currently does not offer an option to "group" ink and text boxes to fix their relative positions, as Word does. You can report this issue to the OneNote development team through the Help-Feedback option, which will help them investigate further and improve related features in the latest version.
Additionally, since OneNote for Windows 10 is a version that will soon be unsupported, we recommend that you switch to the latest version of OneNote as soon as possible. Please refer to this related article.
