You can either buy twelve 2-core license packs or one 16-core license pack and two 4-core license packs to cover all physical cores. Some sources mention that each physical server needs to be licensed with a minimum of 16 core licenses (eight 2-packs or one 16-pack). However, it is important to review the specific licensing terms and agreements for your organization to ensure compliance.
If you have a Windows Server 16-core license and want to reassign it to a new server with more than 16 cores, you will need to purchase additional licenses.
