To fill out a PDF form, you have to use Adobe Acrobat Reader.
PDF isn't native to Word, which is why the support is limited.
Suzanne makes a good point about trying the web browser, if you prefer not to download Adobe Reader.
Most browsers can also open PDF documents and I would assume also permit filling out PDF forms. PDF is not a Microsoft format; it was created by Adobe.

That is both surprising and disappointing. It seems that pdf forms are very common now. I assume MS has the ability to adjust Word to recognize the 'fill-in' spaces in a form.
[ Rhetorical question: Why does MS direct us to another company's product? ]
