I am truly sorry for the inconvenience this issue has caused you. Based on the description, I understand that you would like to purchase Microsoft Copilot for Microsoft 365 service to be able used in M365 apps such as Outlook.
Upon checking from my end, the Microsoft 365 Copilot is a tenant level subscription and cannot be purchased by individual users. Admins of a Microsoft 365 business tenant can purchase the subscription through M365 admin center - Billing - Purchase services. Since the subscription is an add-on subscription, there is an eligible prerequisite for purchase that the tenant must have one of the following products.
- Microsoft 365 Apps for enterprise or Microsoft 365 Apps for business
- Microsoft 365 Business Basic, Business Standard, or Business Premium
- Microsoft 365 E3, E5, F1, or F3
- Office 365 E1, E3, E5, or F3
- Exchange Online Kiosk, Plan 1, or Plan 2
- OneDrive for Business Plan 1 or Plan 2
- SharePoint Online Plan 1 or Plan 2
- Teams Essentials or Teams Enterprise
- A version of these plans that doesn’t include Teams
As your organization already has Office 365 E3 licenses, the admins can make the purchase via either the admin center or our official website: Microsoft 365 Copilot—Business Plans | Microsoft 365. Please be advised that currently Microsoft 365 Copilot subscription is an annual commitment subscription without any trial period. The service is offered on a per-user/per-license basis. For each user who needs the service, a M365 copilot license needs be individually assigned.
