Permissions granted for personal views, but they still don't have access

I have a user on a sharepoint site with edit permissions on a sharepoint list, who is an owner on the site, that doesn't have permissions to create their own personal views. I checked the permissions and confirmed that the option for "Manage Personal Views - Create, change, and delete personal views of lists." Was turned on. I had them open up the page in a private browser with no luck. I tried giving a test account the standard edit permissions and they weren't able to create views there either. I've tried different lists as well as different sites, but the edit level permissions are suddenly not enough to create personal views.

    Thanks for the reply and thanks for sharing the workaround to let users with Contribute role switches to the classic experience.

    Please comprehend that we may have limited resources and permission to escalate the issue to the product group directly on our end.     In addition, we'd still recommend contact Microsoft 365 admin to raise ticket with Online Support team, the support engineers there have the escalation channel, and this is the most efficient way to report such issue. This would be the most efficient way in handling this case for you.

    Thanks for posting back and confirming the scenario with us. Sorry for the late reply that I've been off duty previously.

    Considering that issue can be reproduced by different users in different tenants, we're afraid that issue could be related to your account or the tenant background service which need to be checked from the backend, more resources need to be involved in to help further.

    In this situation, we sincerely recommend you contact your Microsoft 365 administrator, follow steps in this article to create a support ticket with Online Support. The support team over there has higher permission than us, they can remotely help check the situation on your side, involve more resource to collect logs and help you do troubleshoot. This would be a more efficient way in handling this case for you.

    Same issue here - Custom permissions with "Manage Personal Views  -  Create, change, and delete personal views of lists." enabled and "Manage Lists  -  Create and delete lists, add or remove columns in a list, and add or remove public views of a list." disabled.

    Whenever a user tries to create a Personal View they get an "Access Denied" message.

    This definitely worked previously (as recently as November / December 2024).

    Having to enable the "Manage Lists" permission isn't an option, and would be quite dangerous - likely to end in data loss or data control issues.

    We have this too, started probably yesterday. Very strang, before users didn't had this problem.

    As per your description, it seems you are having concerns with permissions in SharePoint lists—owners cannot create personal views, and users with edit permissions cannot create views on different lists or sites.

    Generally, the site owner has full control with all permissions included. We've conducted a quick test on our end and could not reproduce the issue with an owner role. However, the issue can be reproduced if a user is assigned a custom permission level that includes "Manage Personal Views - Create, change, and delete personal views of lists." without "Manage Lists - Create and delete lists, add or remove columns in a list, and add or remove public views of a list." selected.

    Given that the issue can be reproduced with different sites, users and owner of the site, it is likely related to the tenant background service, which needs to be checked from the backend. As forum support, we may not have enough permissions and resources to directly check the backend environment, more resources need to be involved to assist further.

    In this situation, we sincerely recommend you contact your Microsoft 365 administrator and follow the steps in this article to create a support ticket with Online Support. The support team there has higher permissions and can remotely check the situation on your side, collect logs, and help troubleshoot. This would be a more efficient way to handle this case for you.
