These are separate licenses, so you can't upgrade.
In particular, note that Office Professional Plus 2024 is only provided as part of Office LTSC, which is a volume license intended for (large) organizations, such as corporations. See https://learn.microsoft.com/en-us/office/ltsc/2024/overview.

Are you asking about upgrading one subscription to another or switching to another subscription in Office apps?
It is currently impossible to "upgrade" from Office Home and Business to Professional Plus. You would have to make a separate purchase for that subscription.
If you want to switch the Ofice that you've installed from Home and Business to Professional Plus, try entering the product key in Any Office app > Account > Switch License > I have a product key. If it gives you a install button for that version, then you could install that version within Office app. Otherwise, you should download the setup file from the place you brought this subcription (e.g.: Visual Enterprise Subscription, VLSC.) Or alternatively, you can use Office Deployment Tool (ODT)to deploy manually.
