External answers to distribution lists

I’m wondering if a external recipent reply one mail sent from me to a distribution list (reply to my email, and distribution list email) - is this reply also sent to other recipents in the distribution list?

If Office 365 global admin has disabled below or enabled any specific option, outside people cannot send or reply to DL.

I have provided official options and all the required information for your initial and second question description..

    According to your description, before moving forward, may I please know whether are you Office 365 global admin or end user person in your Microsoft 365 Business tenant organization?

    Also, may I please know whether your organization's environment is pure Microsoft 365 exchange online server or connected with Exchange On-Premise / Hybrid or Azure AD?

    But I will provide the following information based on our support limits. Because, since we are from the Microsoft 365 Business/Education support team and provide potential address information for pure Microsoft 365 Business exchange online service related scenario.

    For your initial case description, if your organization's environment is associated with pure Office 365 exchange online server environment and if you are an Office 365 global admin person, initially I have found one official document about Create and manage distribution groups in Exchange Online | Microsoft Learn **** which discussing email delivery management topic for inside and outside organization for DL.

    Reply to All: If the external recipient uses "Reply to All," their response will be sent to both the distribution list and any individual email addresses included in the original email. This means all members of the distribution list will receive the reply.

    Reply to Sender: If the external recipient replies only to the sender (you), their response will be sent only to your email address and not to the distribution list.

    To ensure replies are sent to the entire distribution list, you might want to remind external recipients to use "Reply to All" when responding. If you have any specific settings or policies in place, those might also affect how replies are handled
