Why is the symbol  suddenly appearing on my Word-based webpages?

I've been using Word based webpages for many year with Word fully up-to-date (Win 11 MS 365 subscription) and pages uploaded through my paid-for service subscriber of many years.

Suddenly the character  is appearing where there should be line breaks etc.

Why?

The  character does not appear to be contained within the Word document.

How can I stop this?

I've other webpages to upload but am now concerned they too will be 'infected' with this symbol.

Tried looking at this online but what is stated is beyond my level of understanding and does not appear to relate to Word.

My ISP provided the following fix for individual Word.html documents.

Open the document in Notepad and under <head> add <meta charset="UTF-8">

This is a fix and does not solve the underlying issue which affects Word.html documents being viewed on the internet. https://www.msn.com/en-gb/news/world/ukraine-s-plan-to-take-down-putin/ss-AA1xZ3k0?ocid=msedgntp#comments&commentId=6d344e9f-afa6-410b-83aa-240c7ac9e1a3

    Notes since my intial post:

    1. It appears the  character is not contained within the Word document.
    2. Its appearance on Word html webpages (Edge or Firefox) only occurs where 'Enter' (carriage return) does not immediately follow text within the original Word document.
    3. Documents opened directly from the computer hard drive by (say) Firefox do not display this  character.
    4. Word html webpages which have been uploaded to the web by different methods are equally affected. The method of uploading does not appear to be a factor.
    5. Word html webpages which have previously been uploaded (even over a year ago ot longer) are now displaing the  character.
    6. My paid-for ISP has been contacted and are looking into this.
