when I double click on the Icon it did not open. when I go into run as administrator it open. even after modifying the properties with full access right it did not work.
Unblocking did not work.
restarting did not work.
repair modify did no effect on the double click

You do not want to use a clean boot as a way to work. It is a diagnostic.
Likewise, starting Word in safe mode.
However, it sounds like the Windows file association is broken.
The simplest way to fix that that I know of is a quick repair.
Repair an Office application - Office Support
If that does not work, try an online repair, referenced in the same article.
Are you saying that double-clicking a document icon in File Explorer fails?
Are you able to open the document if you start Word first and then browse for the document via File > Open > Browse?
