Office Deployment Tool is not downloading office files after using Customization configuration

I am trying to download and deploy Office LTSC Professional Plus 2024 and have gone through the tools - downloaded the office deployment tool, then went though all the options on the Customization page and created a configuration script. Have tried changing the configuration but nothing helps. I run the setup /download configuration.xml command and the screen just sits there - no new window opening saying the download is in progress, nothing. When the cursor returns to the prompt and I look in the target folder all I have is an office subfolder, with a data subfolder and then another 16.0 ... folder with nothing but cabinet files and security catalog files.

Here is the config script built using the customization tool:

<Configuration ID="***************************">

  <Add OfficeClientEdition="64" Channel="PerpetualVL2024" SourcePath="c:\Office2024" AllowCdnFallback="TRUE">

    <Product ID="ProPlus2024Volume" PIDKEY="XJ*******************************GB">

      <Language ID="en-us" />

      <ExcludeApp ID="Lync" />

      <ExcludeApp ID="OneDrive" />

      <ExcludeApp ID="OneNote" />

      <ExcludeApp ID="Outlook" />

    </Product>

  </Add>

  <Property Name="SharedComputerLicensing" Value="0" />

  <Property Name="FORCEAPPSHUTDOWN" Value="FALSE" />

  <Property Name="DeviceBasedLicensing" Value="0" />

  <Property Name="SCLCacheOverride" Value="0" />

  <Property Name="AUTOACTIVATE" Value="1" />

  <Updates Enabled="TRUE" />

  <RemoveMSI />

  <AppSettings>

    <User Key="software\microsoft\office\16.0\excel\options" Name="defaultformat" Value="51" Type="REG_DWORD" App="excel16" Id="L_SaveExcelfilesas" />

    <User Key="software\microsoft\office\16.0\powerpoint\options" Name="defaultformat" Value="27" Type="REG_DWORD" App="ppt16" Id="L_SavePowerPointfilesas" />

    <User Key="software\microsoft\office\16.0\word\options" Name="defaultformat" Value="" Type="REG_SZ" App="word16" Id="L_SaveWordfilesas" />

  </AppSettings>

</Configuration>

Does anyone have any suggestions as to why this is not working? Is there another step that needs to be done. Should I be running all this on our server instead of on my local pc?
Thanks

    Good day! I hope you are doing well.

    Regarding the deployment of Office LTSC Professional Plus 2024, your steps were executed correctly; however, you just did not perform the final steps. The activation issue you mentioned sometimes occurs after installation, especially if another Office product was previously installed on the machine.

    Hello,

    My sincere thanks for your explanation and suggestion. I guess that I should have read farther and found the next step. I did that step this morning and everything seemed to be going well. However, near the end of the download, a second window came up saying there had been a problem with the options to retry or ignore. I chose ignore to see what had happened. I subsequently saw screens saying everything had completed normally, and that I was "all set". When I went to Program Files, Microsoft Office, I found folders called Package Manifests, Root and Updates. along with 3 .xml files, but no Office 16 folder. I opened apps and saw that the apps - Excel,Word etc - were present. I opened Excel and got a popup screen saying Office could not verify the license for the product and to try repair. I clicked okay but then excel opened and, when I opened account, it said the program was activated. I am not familiar with most of this since the previous person who did this has left the company and his notes are not very good. Am I trying to do something wrong or is there another step that I haven't done?

    Dear IanNoone,

    Good day! Thank you for posting to Microsoft Community. We are happy to help you.

    We are sorry to hear that you’re having trouble with the Office Deployment Tool not downloading Office files after using the Customization configuration. I deeply understand the inconvenience this has caused and apologize for it.

    After carefully reviewing your issue description, it seems like you are following the steps correctly, and what you described appears to be normal behavior.

    To confirm, you mentioned that after running the setup /download configuration.xml command, the screen just sits there as shown in the screenshot below, right?

    Image

    This is normal; nothing will pop up. However, if you look closely, the cursor on the last line should be blinking. You will know the download is complete when a line appears, as shown in the screenshot below:

    Image

    To confirm if Office has completely downloaded, go to the folder named Office2024(or the subfolder you mentioned that was generated) and check its size, which should be around 3.35GB.

    The content should match what you mentioned.:

    If you have confirmed the above, you then need to run setup /configure configuration.xmlas shown below, and a pop-up should appear. Please make sure you are running Command Prompt as Administrator when performing these steps.

    We appreciate your understanding that sometimes the initial response may not resolve the problem immediately. However, we can work together to narrow down and resolve the situation. So, could you please verify this on your end and get back to me

    Once again, I apologize for the inconvenience this has caused. We appreciate your patience and understanding and thank you for your time and cooperation.

    Sincerely,
