The reason was because of a ruling by Court of Justice of the European Union (CJEU) The court ruled that:

‘although the initial acquirer of a copy of a computer program accompanied by an unlimited user licence is entitled to resell that copy and his licence to a new acquirer, he may not, however, in the case where the original material medium of the copy that was initially delivered to him has been damaged, destroyed or lost, provide his back-up copy of that program to that new acquirer without the authorisation of the rightholder.’ 2012

Which was reflected in the Office 2013 licence (and every perpetual versions' licence).

    1. Transfer to a Third Party. The provisions of this section do not apply if you acquired the software in the European Economic Area (EEA) and only transfer it to another person or entity within the EEA, in which case any transfer of the software and the right to use it must comply with applicable law.

    a. Software preinstalled on device. If you acquired the software preinstalled on a device, you may transfer the software directly to another user, only with the licensed device. The transfer must include the software and, if provided with the device, an authentic Office label including the product key. Before any permitted transfer, the other party must agree that this agreement applies to the transfer and use of the software.

    b. Stand-alone software acquired from a retailer. If you acquired the software from a retailer as stand-alone software, you may transfer the software to another device that belongs to you, but no more than once every 90 days (except due to hardware failure, in which case you may transfer sooner). If you transfer the software to another device, that other device becomes the “licensed device.” You may also transfer the software to a device owned by someone else if (i) you are the first licensed user of the software and (ii) the new user agrees to the terms of this agreement. Every time you transfer the software to a new device, you must remove the software from the prior device. You may not transfer the software to share licenses between devices.

Microsoft responded by making it a condition of purchase that a Microsoft Account had to be used to redeem a perpetual version of Office, thereby thwarting the CJEU judgement.

No, you must use a Microsoft Account to redeem a legal version of Microsoft Office. It it is a Pro Plus version it is sold in contravention of the Microsoft licence and users should not be advising you how to circumvent the licence. Especially, if they are a paid Independent Advisor.

Just for clarification the first version of Microsoft Office to be tied to a Microsoft 2013, although Microsoft did provide some versions of Office 2013 disc. Not only that, at Services an Subscriptions a backup .exe file was provided to be download.

PS: I should that at a later point made it possible for users with Microsoft Office 2013 on disc to use the Product Key with a Microsoft Account at http://www.office.com/setup and then be able to reinstall Office from Services & Subscriptions of that Microsoft Account. As far as I am aware they can still do so.

Recent versions of Office are always tied to an account (Office 2016, 2019, 2021, 2024, Microsoft 365).

Which is the specific name of the product you purchased? Some versions of Office 2019 are consumer (home user) licenses, while others are for (large) organizations and volume licensing.

You must always be very careful when you purchase an older version from a third-party seller, because you may be scammed, getting a nonfunctioning product, or a product that only works for a limited period of time.

    Hi D_JamesWT,

I'm Maj, an Independent Advisor. Thanks for getting in touch with the Microsoft Community. Let's work on this together.

I understand you want to activate Office 2019 without linking it to a Microsoft account. Normally, Office 2019 is tied to a Microsoft account during activation but if you bought a product key meant for volume licensing or if the installer allows key-based setup, you may be able to activate it directly.

Was the key provided to you as a retail, OEM or volume (MAK/KMS) key? Also, did you receive an installer file or ISO with it or just the key?

    Best regards,

    Maj M.
