Regarding to your issue, I suggest:
- Update the OneNote App
- Clear the OneNote Cache
- Go to the File menu in OneNote.
- Click on Options.
- On the left-sidebar, click Save and Backup.
- Copy the full path in the Cache file location.
- Paste the copied path into File Explorer.
- Open the 16.0 folder or any other version you may have.
- Delete all files in the Cache folder.
- Repair OneNote
- Navigate to the Apps section of Windows Settings.
- Tap on Apps and features in the left-sidebar.
- Search for OneNote and tap on the OneNote icon once.
- Click on Advanced options.
- Tap on Repair after scrolling down.
- Add a New User Account to OneNote
- Open OneNote.
- Click the Settings and More button (three dots in the top-right corner).
- Select Settings > Accounts.
- Click + Add account.
- Choose the type of account: Work or school account
- Sign in with the credentials for the new account.
If it still didn't work, you may reach out to Microsoft personal support
- Go to https://support.microsoft.com/contactus
- Choose Office > Get home support
- Enter Office or your issue in general in the box below "We're here for you" then click "Get Help
- Scroll down and click on Contact Support then log in to your personal Microsoft account
If the account cannot be logged in, you can use another account or create a new account to execute - Select "Microsoft 365 and Office" in Products & Services, select "Technical Support" as a category, and click Confirm
- Select "Chat in a web browser and support specialist" to enter the chat window
