keep getting "the file couldn't open in Protected view". no changes in policy

We are getting issues with downloaded office files from internet as well as office files attached in outlook email. whenever we try to open files, we are getting the error "the file couldn't open in protected view". We did check all registry keys and protected view is not in place. We haven't changed any policy from our firewall. What could be the reason why it couldn't open. so far here are the steps we took that works for us.

For Office 365 / Office 2019 / Office 2016:

Open any Office app (e.g., Excel, Word).

Click File > Options.

In the Options window, go to Trust Center (bottom left).

Click Trust Center Settings.

Select Protected View from the left pane.

Uncheck any or all of the following:

Enable Protected View for files originating from the internet

Enable Protected View for files located in potentially unsafe locations

Enable Protected View for Outlook attachments

Click OK to close both windows.

For Individual Files (Windows)

Right-click the file (e.g., Excel, Word, PDF).

Select Properties.

In the General tab, look for a section at the bottom that says:

"Security: This file came from another computer and might be blocked..."

Check the box "Unblock".

Click Apply, then OK.

But we are looking into wider resolution.

    i'm the IT. and no changes or update has been applied. file the issue as a bug and report it to your engineers. this has been ongoing for a month. now

    Have you tried contacting the IT admin of your Company or the ones who provided you an email account?

    As these situations may be due to the time where the company IT had done some updates and it may have updated the apps and got the issues.

    Thank you. But I don't think this will apply to all affected users one by one. I have about 50 users affected in our company and we have checked everything from out end. I think there is a bug that needs to report to your engineers.

    Registry Workaround might help until Microsoft provides an update/fix.
