It seems that you want to install Microsoft Office 2019 and the setupprod_offscrub.exe is a Microsoft tool used to completely remove previous Office installations before installing a new version.

Can you confirm the following:

1. Are you trying to upgrade from an older version of Office?
2. Have you already purchased a license key for Office 2019?
3. Are you installing on Windows 10/11?

You can try these following steps to install Office 2019.

1. Remove Old Office Versions >> Download the setupProd_OffScrub.exe tool from the official Microsoft link: >> Download Microsoft Support and Recovery Assistant (SaRA), https://aka.ms/SaRA-OfficeUninstallFromPC  >> Run the tool and select “Office” > “I want to uninstall Office” >> Follow the prompts to remove all existing Office installations.
2. Install Office 2019 >> Go to https://setup.office.com  >> Sign in with your Microsoft account. >> Enter your Office 2019 product key. >> Follow the instructions to download and install Office 2019.

NB:  Support for Office 2016 and Office 2019 will end on October 14, 2025 and there will be no extension and no extended security updates. All of your Office 2016 and Office 2019 apps will continue to function.
