How do you track changes in Word?

The so-called help refers to a nonexistent "Review" menu. I have now wasted half an hour looking for a function that is expected of any word processor and was once readily available in Word.

Anybody have any insight here?

You have been provided with a solution to the concrete problem, on how to bring back the Review tab on the ribbon.

This isn't the place to discuss Microsoft's design choices in the user interface. Microsoft developers won't read the posts in the forum. If you want to post feedback, you can do so in the portal at https://feedbackportal.microsoft.com/feedback/forum/fb6d67e3-301c-ec11-b6e7-0022481f8472 and/or through the Help > Feedback facility from within Word.

I will admit that the current display of the Ribbon has been pared down to the point that the tabs do not look much like tabs, but they are still called that. The only earlier version I currently have installed is Word 2010, and there the tabs are a little more obvious, though only the one currently selected (aside from File) is shown as a tab:

When learning to use Word, it is important to learn the terminology (jargon, if you will) that Microsoft uses: Ribbon (not toolbar), Quick Access Toolbar or QAT, context menus, galleries, palettes, etc.

But all this is irrelevant because the very first reply you received gave you the information you need to display the Review tab in your installation. This will be my last attempt at wrestling with a pig, since you're obviously enjoying it.

Go to File>Options>Customize Ribbon and check the box for Review (and also a number of the other boxes)

You say "There are no tabs in the UI," yet your screen shot shows the File, Home, Insert, Design, Layout, View, and Help tabs. Despite your belief that settings for the display of the Ribbon and QAT should be on the View tab, that is not the way Word is designed: all those options (and many others) are in the Options dialog, which is accessed from the File tab. Doug has shown you where to find and add the Review tab.

The Review tab is displayed by Default in Word. If it wasn't displayed in your installation, that's because someone customized the Ribbon...

The problem is at your end, not at Microsoft's.
