My OneNote app isn't syncing on my iPad. I have tried everything. Please help.

My OneNote app isn't working on my iPad. I contacted Apple Support and Microsoft Support, and neither were able to help. My OneNote is having trouble syncing. It says, "Working offline. We need to refresh this notebook to keep syncing," but nothing happens when I click "Refresh now." I signed out of my account; I closed my notebooks; I deleted the app; I reset the app; I turned my iPad off; I even reset my entire iPad to factory settings, and the same problem persists. It is working fine on my MacBook Air, but any notes that I add from my iPad don't get saved. After contacting Microsoft Support for help and updating my iPad to the latest version, I am now having trouble logging into my account on OneNote. It says, "No Network Connection. Please check your network settings and try again. [2604]." I reset my network settings and even tried using my hotspot. Neither worked. The same error message continues to pop up. Weird thing -- I cannot login to my Microsoft account on my iPad's web browser for OneNote. I am able to use the internet for anything else. The web browser version works fine on my MacBook. Please help -- I feel like I have tried everything.
