
- According to what you have said, maybe you didn’t complete the initial settings when you first installed Office 2013.
- Are you allowed to log in to a Microsoft account?
If yes, please log in your Microsoft account.
When "Welcome to Office" appears, click "Next". Please click "Login" to log in to a Microsoft account. You can click "Don't have a Microsoft account? Register here" to register a Microsoft account and then select "Personal" and log in. If not, you may use group policy as a workaround.
Enter ‘Run’ in the search bar, open it, enter “gpedit.msc”, click “OK”.
The path to create the GPO within your Local Group Policy Management Editor is as below:
User Configuration>Administrative Templates>Microsoft Office 2013>First Run

Enable “Disable First Run Movie” and “Disable Office First Run on application boot”. - If nothing helps, try to open the Office application using "Run as administrator" from the default location. Make sure users have enough permission to run Office apps.
- You could also perform an online repair in Control Panel for Office.
- When the repair is also invalid, I suggest you to use the uninstall tool to uninstall Office completely.
